TRAINING SCHEME


THE SCHEME

In the early 1990’s, a consortium of major industrialists from the power generation, steel, oil, gas and chemical industries recognised the need to train their contractors in basic safety.

Most were providing a site induction, some were training their contractors, but there were no common standards. Two groups, in the North East and in West Wales, working in co-operation, set out to standardise their basic safety training and devised a core curriculum which became the foundation of a training scheme which has grown to national proportions.

The scheme, which results in the award of a ‘Safety Passport’ to contractor site personnel, is monitored and controlled by a national steering group known as the Client/Contractor National Safety Group (CCNSG).

Representatives from major clients are nominated by local safety groups to serve on the CCNSG and there is also representation from contractors, training providers and trade unions.

The CCNSG meets regularly to ensure that standards are being maintained and that the content of the training scheme continues to meet current safety legislation and current safety practices.


THE TRAINING AND ASSESSMENT

The two – day training programme covers 4 sessions:

· Behaviour

· Safe Place of Work

· Safe Systems of Work

· Problems and Safe Solutions

· Safety Behaviour, Rules Standards and the Law

· Working at Heights

· Safe Access and Egress

· Accident and First Aid Procedures

· Fire Precautions and Procedures

· Manual Handling

· Noise

· Working with Cranes and Heavy Equipment

· Equipment Isolation

Well-trained and informed Supervisors are a legal must. Therefore an additional day for supervisors, which emphasises the key role that supervisors have in securing health and safety includes safety communications and risk assessments.

The course itself involves a significant amount of trainee participation. Most contractors’ personnel know something about the topics before they arrive, and lively discussions are often the order of the day.

In presenting the course, the trainers talk with the trainees rather than at them, giving the continuous message “If you can’t do it safely, don’t do it”.

The award of the Safety Passport is subject to the candidate successfully completing 4 multiple-choice test papers.

Successful candidates receive a plasticised photographic pass that is valid for three years. Upon expiry, a one-day Renewal has to be taken.

To assist the administration of the scheme, all records are computerised on a database maintained by the Engineering Construction Industry Training Board (ECITB).
